Environmental and socio-economic implications of woody biomass co-firing at coal-fired power plants

We apply a detailed power sector model to explore the near-term role of woody biomass co-firing at existing coal facilities in Eastern US decarbonization electricity generation. evaluate five public policy interventions: subsidy, two carbon emissions fees, and clean energy standards. Treating as neutral feedstock, we find weakly supports decarbonization. However, policies subsidizing can delay retirement reduce generation from nuclear, natural gas, wind solar. Consequently, corresponding sector-wide CO2 SO2 may increase (slightly) due greater utilization plants including relatively inefficient facilities. assume NOX efficiency losses, but this remains uncertain. Due higher emissions, subsidy for yields small (near zero) economic welfare while contrast other advance yield significant gains. justification use local perspective based on first-order impacts employment economy activity, less so air quality.
